Our project expertise ranges from parking lots to multi-year interstate projects. Howell is a prequalified contractor with the Illinois Department of Transportation, and the Indiana Departments of Transportation. We operate 10 asphalt plants, which are strategically located throughout central Illinois and southern Illinois.
Howell Paving, Inc. is a heavy and highway contractor operating primarily in central Illinois and southern Illinois. We specialize in asphalt and concrete paving, bridge rehabilitation, and site preparation.

Howell was founded in March, 1951 by Virgil R. Howell. His vision and commitment to the construction industry have served the firm well.
Over the years, Howell has grown to include offices in Mattoon, Centralia and Mt. Carmel, Illinois. We are also affiliated with companies in Shelbyville, Illinois and Effingham, Illinois.
Howell is committed to performing quality work on all projects and these efforts have been recognized by the National Asphalt Pavement Association (NAPA) as well as the Illinois Department of Transportation.
Howell has twice been the recipient of the NAPA National Quality Initiative Award. The most recent award recognized an 11 mile stretch of Interstate 70 completed in 1999. This project was selected as one of eleven finalists for the Sheldon G. Hayes Award, NAPA's highest award for quality construction.
Howell has received the Illinois Department of Transportation Contractor of the Year Award 19 times! That's more than any other single contractor honored by the State of Illinois.

Our quality control department is composed of a team of professionals who are responsible for ensuring the highest quality asphalt and concrete products are produced at all times.
In addition, our field superintendents are responsible for ensuring the highest quality product at the worksite. They are committed to performing their work with the highest standards, using the best methods and equipment available.
The management of Howell is committed to providing a safe and healthy working environment.
Written safety and health programs have been the backbone of our commitment. We expect all employees, subcontractors and individuals to abide by our safety and health policies and to share our commitment to a safe work environment.
In order to focus on safety, we offer a number of training programs to our employees. First Aid and CPR certifications are completed each year. All of our supervisors have completed a 10-hour OSHA class, along with a Hazardous Communications, Trenching and Shoring, Respirator and Silica Dust, Fall Prevention and Protection, Confined Space, and other training classes offered by the Associated General Contractors of Illinois.
